Student Conduct Code - Section 3. Applications, Interpretation, and Scope

3.1 Application

The Director of the Office of Student Conduct, Rights and Responsibilities (OSCRR), or their designee, is responsible for the coordination and implementation of the student conduct process. The Director will designate administrative staff members in OSCRR, within the Office of Community Living, or other trained university staff members to serve as administrative resolution staff in the student conduct process. The Director or designee determines which course of action will be taken based on the nature of the conduct. For matters of School of Law student conduct, the designee is the Assistant Dean for Student Affairs of the School of Law. 

3.2 Interpretation

The Code and other University policies are provided to give students a general notice of conduct expectations. They are not intended to define misconduct in exhaustive terms and should be read broadly. The Code and the conduct process are separate from civil or criminal court processes and shall not and will not be viewed or treated as such.

3.3 Scope

As members of the USF community, all students have the responsibility to review and abide by the Code. The Code applies to all students and University-affiliated student organizations. In addition, students are responsible for the actions of their guests and will be held accountable for any violations of the Code by a guest. Students should accompany their guests at all times while on campus. If necessary, the University may limit a student's guest privileges. 

The University may review personal and interpersonal conduct that occurs both on and off campus when such conduct is inconsistent with the University’s values, mission and the Code. Therefore, the Code is applicable to conduct that takes place on campus, at University-sponsored events (on or off-campus), study abroad programs, electronic platforms, or in the local community and beyond.

The Code applies to all students beginning with admission to the University and at all times they are enrolled including all University breaks, holidays and between semesters. The Code remains applicable to students who choose to take a leave of absence, withdraw or have graduated for any misconduct that occurred prior to the leave, withdrawal or graduation. If assigned outcomes, a hold will be placed on the student's account and all outcomes must be completed prior to re-enrollment eligibility. If a student withdraws from the University prior to the conclusion of a conduct proceeding a decision will be rendered and the individual will not have the ability to appeal the outcome.
