The University of San Francisco is accredited by the WASC Senior College and University Commission (WSCUC). WSCUC is recognized by the U.S. Department of Education.

USF continues to make a good faith effort to monitor the laws in each state, authorization regulations for distance education varies from state to state. Prospective students should check this site for updates in USF's state authorization statuses.

Professional Licensure

Important note for prospective MSN and DNP students: The MSN and DNP programs require post-licensure practicum or clinical components that are normally completed in the state the student resides. Students must be a licensed registered nurse in the state in which they reside. It is highly recommended that you seek guidance from the appropriate Board of Nursing in the state you reside before beginning the academic program outside your state. On-ground or Field Experience

On-ground or field experience refers to an internship, externship, clerkship, practicum, rotation, clinical, independent study, study away, mentoring, advising, proctoring and the like that occurs on-ground and/or face-to-face.

USF State Authorization & Required Disclaimers, by state

ALABAMA - Not authorized
The University of San Francisco is not authorized by the Alabama Commission on Higher Education and does not intend on marketing, recruiting or enrolling students who reside in Alabama.

ALASKA - Exempt
The University of San Francisco was granted exemption from authorization to operate a postsecondary educational institution by the Alaska Commission on Postsecondary Education.

Nursing Education: USF offers post-licensure online nursing programs (MSN, DNP) with an on-ground practicum component required for graduation. It is the responsibility of the student enrolled in the MSN or DNP program to register with Alaska to be eligible for post-licensure practicum experiences. Practicum placements must be approved by the Alaska Board of Nursing. Memorandum of Understanding agreements are obtained for every practicum placement. 

State Disclaimer: The University of San Francisco's online degree programs are exempt from authorization under AS14.48 because the program is online or distance delivered and does not have a physical presence in the state of Alaska as defined by 20 AA 17.900(a)(12) as presence of facility, equipment, faculty or staff within the state.

ARIZONA - Authorization not required
The Arizona State Board determined USF does not require licensure of distance education programs as long as there will be no physical presence in Arizona, as defined by A.R.S. 32-3001 (5). 

Nursing Education: USF offers post-licensure online nursing programs (specifically MSN, DNP) with an on-ground practicum component required for graduation. Students must be licensed in Arizona. 

ARKANSAS - Not authorized
University of San Francisco is not authorized by the Arkansas Department of Higher Education and does not intend on marketing, recruiting or enrolling students who reside in Arkansas.

CALIFORNIA - Authorized
University of San Francisco is authorized by the WASC Senior College and University Commission to offer its programs to California Residents. 

Nursing Education: USF offers post-licensure online nursing programs (specifically MSN, DNP) with an on-ground practicum component required for graduation. Students must be licensed in California. 

COLORADO - Authorization not required
USF is not required by the Colorado Department of Higher Education to seek authorization in Colorado as long as USF does not maintain a physical presence in Colorado. 

Workers Compensation: In accordance with Colorado's 2014 Worker's Compensation Act, students participating in practica and/or fieldwork experiences in the state of Colorado must be covered by worker's compensation. Students inquiring about workers compensation must contact their academic program director for coverage information and coordination.

Nursing Education: USF offers post-licensure online nursing programs (specifically MSN, DNP) with an on-ground practicum component required for graduation. Students must be licensed in Colorado.

CONNECTICUT - Authorization not required
The Connecticut Office of Higher Education does not require purely online programs to be authorized.

Nursing Education: USF offers post-licensure online nursing programs (specifically MSN, DNP) with an on-ground practicum component required for graduation. Students must be licensed in Connecticut.

DELAWARE - Not Authorized

DISTRICT OF COLUMBIA - Authorization not required
The Education Licensure Commission determined licensure is not required at this time.

Nursing Education: USF offers post-licensure online nursing programs (specifically MSN, DNP) with an on-ground practicum component required for graduation. Students must be licensed in District of Columbia.

FLORIDA - Authorization not required
The Florida Department of Education, Commission for Independent Education, does not regulate post-secondary educational institutions that do not have a physical presence in Florida.

Nursing Education: USF offers post-licensure online nursing programs (specifically MSN, DNP) with an on-ground practicum component required for graduation. Students must be licensed in Florida.

GEORGIA - Authorization not required
Georgia determined that USF need take no further action to provide online, distance, or correspondence education to Georgia residents under the procedures in effect. 

Nursing Education: USF offers post-licensure online nursing programs (specifically MSN, DNP) with an on-ground practicum component required for graduation. Students must be licensed in Georgia.

HAWAII - Authorization not required
The Hawaii Post-Secondary Education Authorization Program does not require authorization for programs offered exclusively through online education.

Nursing Education: USF offers post-licensure online nursing programs (specifically MSN, DNP) with an on-ground practicum component required for graduation. Students must be licensed in Hawaii.

IDAHO - Authorization not required
The Idaho State Board of Education does not currently require any institution lacking a physical presence inside the state to register.

Nursing Education: USF offers post-licensure online nursing programs (specifically MSN, DNP) with an on-ground practicum component required for graduation. Students must be licensed in Idaho.

ILLINOIS - Authorization not required
The Illinois Board of Higher Education has granted continuous approval to USF, as long as USF does not maintain a physical location within the state of Illinois or the conditions of the University as stated in the original submission change.

Nursing Education: USF offers post-licensure online nursing programs (specifically MSN, DNP) with an on-ground practicum component required for graduation. Students must be licensed in the state in Illinois.

INDIANA - Authorized
The Indiana Commission for Higher Education granted USF authorization status as an institution with no physical presence in the State of Indiana. The institution is approved to offer instruction to Indiana residence from a campus in another state, or to enroll Indiana residents in distance education instructional programs delivered from another state. This is done in accordance with Indiana Administrative Code IC 21-18.5-6-12.

Nursing Education: USF offers post-licensure online nursing programs (specifically MSN, DNP) with an on-ground practicum component required for graduation. Students must be licensed in the state in Indiana.

IOWA - Not authorized
The University of San Francisco is not authorized by the Iowa College Student Aid Commission and does not intend on marketing, recruiting or enrolling students who reside in Iowa.

KANSAS - Authorization not required
The Kansas Board of Regents instructed USF does not need to apply with the KBR for a Certificate of Approval at this time due to the low number of admitted online students from Kansas. 

Nursing Education: USF offers post-licensure online nursing programs (specifically MSN, DNP) with an on-ground practicum component required for graduation. Students must be licensed in Kansas.

KENTUCKY - Not Authorized

LOUISIANA - Authorized
The Louisiana Board of Regents approved USF's application for state authorization.

Nursing Education: USF offers post-licensure online nursing programs (specifically MSN, DNP) with an on-ground practicum component required for graduation. Students must be licensed in Louisiana.

Disclaimer: The University of San Francisco is currently licensed by the Board of Regents of the State of Louisiana. Licenses are renewed by the State Board of Regents every two years. Licensed institutions have met minimal operational standards set forth by the state, but licensure does not constitute accreditation, guarantee the transferability of credit, nor signify that programs are certifiable by any professional agency or organization.

MAINE - Exempt
The Department of Education determined USF is exempt from the State of Maine approval or authorization requirements to offer, or to continue to offer, its online instructional programming to citizens of Maine.

Nursing Education: USF is not currently accepting applications for online nursing programs in Maine.

MARYLAND - Not authorized
The University of San Francisco is not authorized by the Maryland Higher Education Commission and does not intend on marketing, recruiting or enrolling students who reside in Maryland.

MASSACHUSETTS - Authorization not required
Nursing Education - Nurses are encouraged to check with the Massachusetts Board of Nursing for any additional requirements to present documentation to the Board of Nursing post-graduation.

MICHIGAN - Authorization not required

MINNESOTA - Not Authorized
Disclaimer (pending authorization approval): The University of San Francisco is registered as a private institution with the Minnesota Office of Higher Education pursuant to sections 136A.61 to 136A.71. Registration is not an endorsement of the institution. Credits earned at the institution may not transfer to all other institutions.

Required student notification (pending authorization approval): Minnesota students enrolling in any program shall be notified if graduates of the program in which they are enrolling qualify to sit for any licensure, licensure exam, third party certification, third party certification exam, or similar credential related to the program's field of study. This notice shall be clearly stated and given regardless of whether or not the license, certification, or other credential is required for entry into the student's chosen field of study or occupation. The notification shall be in writing and signed or otherwise acknowledged by the student.

MISSISSIPPI - Authorization not required

MISSOURI - Authorization not required

MONTANA - Authorized
The Board of Regents of the Montana University System renews USF's authorization to offer post-secondary degree programs in the State of Montana.

Nursing Education: USF offers post-licensure online nursing programs (specifically MSN, DNP) with an on-ground practicum component required for graduation. Students must be licensed in Montana. 

NEBRASKA - Authorization not required
Nursing Education: USF offers post-licensure online nursing programs (specifically MSN, DNP) with an on-ground practicum component required for graduation. Students must be licensed in Nebraska or in a compact state.

NEVADA - Authorized
The State of Nevada Commission on Postsecondary Education issued indefinitely the full term license for all experiential training activities in the State of Nevada.

Nursing Education: USF offers post-licensure online nursing programs (specifically MSN, DNP) with an on-ground practicum component required for graduation. Students must be licensed in Nevada.

NEW HAMPSHIRE - Authorized
The State of New Hampshire Department of Education Higher Education Committee granted administrative approval to USF to Operate in New Hampshire and offer the Master of Science in Nursing. All other programs with no on-ground externship component do not fall under the jurisdiction of New Hampshire because they do not trigger physical presence requirements.

Nursing Education: USF offers post-licensure online nursing programs (specifically MSN, DNP) with an on-ground practicum component required for graduation. Students must be licensed in New Hampshire.

NEW JERSEY - Authorization not required

NEW MEXICO - Not authorized

NEW YORK - Authorization not required
Nursing Education: USF is currently not accepting applications to its online nursing programs (specifically MSN, DNP). 

NORTH CAROLINA - Not authorized.
The University of San Francisco is not authorized by the North Carolina Board of Governors and does not intend on marketing, recruiting or enrolling students who reside in North Carolina.

NORTH DAKOTA - Exempt
The North Dakota University System informed the University of San Francisco has met the requirements for ND Century Code 15-18:1-02.8 Exemptions.

Nursing Education: USF is currently not accepting applications to its online nursing programs (specifically MSN, DNP).

OHIO - See Program statuses below
The following programs do not currently fall under the jurisdication of the state of Ohio: MPA, MCA, DTTL, Tax LLM and MLST.

USF is currently accepting applications for: DNP, DTTL, MCA, MLST, MPA, MSN, and Tax LLM.

USF is currently not accepting applications to the following unauthorized programs in the state of Ohio:   TESOL, MSHI, MPH and MSIM.

OKLAHOMA - Authorization not required
Nursing Education: USF offers post-licensure online nursing programs (specifically MSN, DNP) with an on-ground practicum component required for graduation. Students must be licensed in Oklahoma.

Nursing Education: USF is currently not accepting applications to its online nursing programs (specifically MSN, DNP).

OREGON - Not authorized

PENNSYLVANIA - Authorized

RHODE ISLAND - Authorization not required.
Nursing Education: USF is not enrolling residents of Rhode Island to its online MSN or DNP degree programs.

SOUTH CAROLINA - Authorization not required
Nursing Education: USF offers post-licensure online nursing programs (specifically MSN, DNP) with an on-ground practicum component required for graduation. Students must be licensed in South Carolina. 

SOUTH DAKOTA - Authorized
Nursing Education: USF offers post-licensure online nursing programs (specifically MSN, DNP) with an on-ground practicum component required for graduation. Students must be licensed in South Dakota.

TENNESSEE - Authorization not required
Nursing Education: USF is not enrolling residents of Tennessee to its online MSN or DNP degree programs.

TEXAS - Authorized
The Texas Higher Education Coordinating Board issued the University of San Francisco authorization to place online MSN students in clinical, internship, and field-based educator training experiences during the specific timeframe, at the training facility and Texas location(s) identified on the information sheet provided by the THECB.

Nursing Education: USF offers post-licensure online nursing programs (specifically MSN, DNP) with an on-ground practicum component required for graduation. Students must be licensed in Texas.

UTAH - Authorized
The State of Utah Department of Commerce verifies that the University of San Francisco has met the requirements of Utah Code Ann. 13-34a-203 to be a registered postsecondary school required under 34.CFR 600.9 to be legally authorized by the State of Utah.

Nursing Education: USF is currently accepting applications for the online MSN and DNP nursing programs in Utah.  If you are enrolled in the online MSN or DNP programs, please provide a copy ofUniversity of San Francisco_graduate programs_December 2015 (1).pdf letter to your clinical placement site as needed when setting up placement agreements.

VERMONT - Authorization not required
Nursing Education:  USF offers post-licensure online nursing programs (specifically MSN, DNP) with an on-ground practicum component required for graduation.  Students must be licensed in Vermont.

VIRGINIA - Authorization not required
Nursing Education:  USF offers post-licensure online nursing programs (specifically MSN, DNP) with an on-ground practicum component required for graduation.  Students must be licensed in Virginia.

WASHINGTON - Authorized
The Washington Student Achievement Council authorized the University of San Francisco to offer field placement components for the MSN degree program.

Nursing Education: USF offers post-licensure online nursing programs (specifically MSN, DNP) with an on-ground practicum component required for graduation. Students must be licensed in Washington.

Disclaimer: University of San Francisco is authorized by the Student Achievement Council (WSAC) and meets the requirements and minimum educational standards established for degree-granting institutions under the Degree-Granting Institutions Act. WEST VIRGINIA - Authorized
The West Virginia Higher Education Policy Commission renewed the University of San Francisco's authorization to enroll students in programs that include a practicum or fieldwork component that bay be completed in West Virginia.

Nursing Education: USF offers post-licensure online nursing programs (specifically MSN, DNP) with an on-ground practicum component required for graduation. Students must be licensed in West Virginia.

WISCONSIN - Not Authorized
The University of San Francisco is not authorized by the Wisconsin Educational Approval Board and does not intend on marketing, recruiting or enrolling students who reside in Wisconsin.

WYOMING - Authorized
The Wyoming Department of Education renewed the University of San Francisco's authorization to offer education services in Wyoming.

Nursing Education: USF offers post-licensure online nursing programs (specifically MSN, DNP) with an on-ground practicum component required for graduation. Students must be licensed in Wyoming.

States Not Authorized - Do Not Enroll

USF is not currently accepting applications for all programs except where noted from online students who reside in Alabama**, Arkansas**, Delaware, Iowa**, Kentucky, Maryland**, Minnesota, New Mexico (DNP, MPH, MSHI, MSIM, MSN, TESOL), North Carolina**, Ohio (MPH, MSHI, MSIM, TESOL), Oregon, and Wisconsin**.  Additionally, USF is not currently accepting applications for online students for the MSN and DNP online programs who reside in Maine, New York, North Dakota, Oklahoma, Rhode Island and Tennessee.  Please check the following webpage, www.usfca.edu/state-auth if your program has a required externship (fieldwork, practicum, clinical, etc.) to confirm state authorization status of your home state.  Note, residents of states where USF is not authorized for online education may apply to USF programs at any of our California based campuses.
