San Francisco Public Health Emergency Leave Ordinance (PHELO)
EXPIRED: The San Francisco Public Health Emergency Leave Ordinance (PHELO) expired on February 12, 2021.
Effective April 17, San Francisco businesses with 500 or more employees, must provide up to 80 hours of paid Public Health Emergency Leave to each employee who performs work in San Francisco. Employees may use this leave when they are unable to work (or telework) due to specified reasons related to COVID-19. The leave is in effect during the local emergency period which is currently scheduled to end on February 12, 2021. Staff who work 37.5 hours per week will receive a maximum of 75 PHELO hours. Staff and faculty who work 40 hours per week will receive a maximum of 80 PHELO hours. Part-time faculty and staff will receive hours equal to the average number of hours over a two-week period that the employee was scheduled over the previous six months ending on Feb. 25, 2020.
USFWorks has been updated to reflect this new time-off plan, including eligible accrual amounts based on a staff or faculty member's full-time or part-time status.
