The Drug-Free Schools and Communities Act Amendments of 1989 require all institutions of higher education receiving any form of financial assistance to adopt and implement programs “to prevent the unlawful possession, use, or distribution of illicit drugs and alcohol by all students and employees on school premises or as part of any of its activities" (EDGAR Part 86 Subpart A 86:3). Additionally, institutions of higher education are required to provide annual notification to all students and employees regarding the institution’s Drug and Alcohol Abuse Prevention Program.
The annual notification must contain the following:
- Standards of conduct
- Legal sanctions under federal, state, or local laws for the unlawful possession or distribution of illicit drugs and alcohol
- Health risks associated with the abuse of alcohol or the use of illicit drugs
- Available drug and alcohol programs
- A statement that the institution will impose disciplinary sanctions on students and employees who violate the standards of conduct, and a description of those sanctions
This email and the information on the Drug-Free University Community and Workplace Annual Notice web page serve as the University of San Francisco’s annual notice to all students, faculty, and staff that the unauthorized purchase, manufacture, distribution, possession, sale, storage, or use of an illegal drug or controlled substance while on duty, while in or on premises or property owned or controlled by the university, or while in vehicles used for university business, is prohibited.
