Dr. Camille Coley, Associate Vice Provost for Sponsored Programs and External Partnerships, is a powerhouse in the world of research administration, bringing over 25 years of experience to the table in everything from securing major grants to strategizing research initiatives. With a Doctorate in Educational Leadership from Florida State, and a Juris Doctorate from the University of Maryland School of Law, she’s got a fascinating mix of expertise that she uses to open doors for researchers and spark new opportunities in higher education.

At the University of San Francisco, Dr. Coley leads grant-seeking efforts that have ramped up the university’s funding sources and brought in new support for the University’s Research Administration infrastructure. Her “superpower”? Building valuable partnerships and making collaboration feel like a breeze. Whether it’s a big proposal for an ocean energy Center or team science management for a new high performance computing center, she’s the go-to leader for making things happen. 

Outside the office, Dr. Coley keeps busy with community service, sitting on the board of the Loggerhead Marinelife Center (hello, sea turtles!) and mentoring future women leaders. She’s an active member of professional groups, from the National Organization of Research Development Professionals to the International Network for the Science of Team Science. And when she's not diving into grant details, you might find her on the beach or at a robotics competition, supporting young tech talent.

Eddie Pinlac

Eddie is a Contracts and Grants Administrator at the Office of Sponsored Programs. He is in charge of post-award management at USF. He has a Bachelor of Science in Business with a concentration in Accounting from San Francisco State University. He has been working in Contracts and Grants for 12 years. His post-award administration expertise comes from his experiences managing grants for Higher Education institutions like, UCSF, UC Berkeley, SFSU and presently, USF.

When he isn't supporting our faculty and staff with their awards, Eddie enjoys going to the movies.

Hilda Paschal

Hilda is a Contracts and Grants Administrator at the Office of Sponsored Programs. She is in charge of post-award management supporting faculty, staff, and students in research administration. Hilda has a profound commitment to support and elevate the exceptional research work here at USF.  Her unwavering passion for knowledge, advancing and being innovative has been a cornerstone of her professional journey.

Hilda earned a Bachelor of Science in Business Administration with a concentration in Computer Information Systems from San Francisco State University.  She is also a member of the National Council of University Research Administrators (NCURA). Hilda brings with her over 13 years of experience in research administration across various institutions, ensuring compliance with the University and funding agency policies. Her grants administration superpower is maintaining and nurturing relationships with internal and external stakeholders to ensure efficient and effective grant management, securing continuous funding.

Outside her role at OSP, Hilda loves to travel, is dedicated to fitness and working out, and enjoys trying new restaurants and delicious food.

Rachel Castillo

Pre-Award Grants Administrator

Rachel works as our contracts and grants Pre-Award Administrator. She obtained a Bachelor of Arts in English Literature from San Francisco State University. She has over ten years of experience in pre-award grants management. 

Rachel's research administration superpower is being able to analyze and simplify complex funding announcements and sponsor policies to ensure compliant and competitive grant application submissions.

When she isn't working on pre-award management, Rachel enjoys cooking, doing yoga, watching 49ners football, and attending comedy shows.

Linda Wong

Assistant Director for Budget, Planning, and Sponsored Programs

As the Assistant Director for Budget, Planning, and Sponsored Programs, Linda works collaboratively with all the units under the Provost Division, supporting general operations, budget management, and compliance education. In addition, she provides staff support to the Jesuit Foundation Advisory Board. Her role allows her to interact with departments across campus such as the Business Administrative Operations Committee whose goal is to educate and develop best practices and solutions that promote efficiency.

Linda earned a bachelor’s degree in Human Development with an emphasis on Child Development from the East Bay University (formerly known as Hayward State University).

In her spare time, Linda enjoys all things outdoors from camping and fishing to dragon boat racing.

Ifunanya Ekott

Graduate Student Assistant

Ify is the Graduate Student Assistant at the Office of Sponsored Programs. She has a Bachelor of Science in Biochemistry with a concentration in Creative Writing from the State University of New York at Binghamton. She is an international student obtaining her Master of Art in International and Multicultural Education from USF's School of Education.

She is the first point of contact when communicating with and handling administrative tasks in our office. She also serves as a resident minister with University Ministry.

When she is not attending to grad schoolwork, contracts and grants tasks, or at the University Ministry, Ify can be found sitting under a tree overlooking Stowe Lake at the Golden Gate Park, reading a good book.
