The Office of the General Counsel (OGC) manages the legal affairs of the University. Major activities include: management of all external litigation and government agency complaints; advice to the university regarding all legal questions arising in day-to-day operations of the university; and preventive legal and compliance initiatives. The OGC is also responsible for Human Resources and Employee and Labor Relations including negotiations and implementation of policies/procedures associated with collective bargaining, contract implementation, conflict resolution, administration, and disciplinary and arbitration matters for represented faculty and staff at USF.

The OGC includes Human Resources, Compliance and Compensation, and Employee and Labor Relations.
