Information on the Current Government Shutdown

This webpage will be updated with additional information from these and other federal agencies as it becomes available. 

National Institutes of Health (NIH)

  • New Proposal Applications: During the shutdown, continue to submit applications in accordance with the due dates outlined in the Notices of Funding Opportunities. Applications will be accepted and reviewed once operations resume.  
    • Grants.gov and the ASSIST system will be open and can accept electronic applications.
  • Proposal Application Processing and Review: Any applications submitted immediately prior to or during the shutdown will not be processed by NIH until operations resume. 
  • Peer Review & Council Meetings:  During the shutdown, the NIH will not conduct peer review or Advisory Council review meetings.
    • Applications will not be processed for Council review during the shutdown.  When operations resume, pending applications will be processed, and meetings will be re-scheduled as soon as possible.
    • NIH staff will not be able to send or receive email messages or update website information.
    • Applicants pending Council review during the shutdown should check the NIH website for information after operations resume.
    • Results of meetings held prior to the shutdown will be released as soon as possible after operations resume.
  • Currently Active Grant Awards:  All work and activities performed under currently active NIH grant awards may continue. 
  • Research Performance Progress Reports (RPPR): Annual or Final RPPRs due during the funding lapse must be submitted on time.  eRA Commons will be available.  NIH staff will review reports after operations resume.  
  • Notices of Award:  No NIH grant awards will be processed for the duration of the shutdown, with the exception of excepted programs.
  • No-cost Extensions (NCE):   eRA Commons will remain accessible during the shutdown however staff will not be available to review and approve requests. 
    • For grants due to expire during the shutdown, recipients should submit NCE notifications in accordance with standard requirements.
    • Requests for second and greater NCEs which require prior approval, the request may be submitted but will not be reviewed until operations resume. 
  • General Access to eRA Commons:  eRA Commons will be accessible during the shutdown. However, limited staff support will be available. 
  • Prior Approval Requests and Other Communications:  NIH extramural employees will have no access to voice mail or e-mail during the shutdown.  All prior approval requests and other communications will not be received by NIH employees until operations resume.  The NIH recommends we delay sending such communications until after operations resume.
  • Payment Management System (PMS):   For awards received prior to the lapse in funding, recipients may continue drawing funds during the shutdown.  PMS will remain operational to continue processing drawdown requests, so that payments can be made.

National Science Foundation (NSF)

  • New Proposal Applications: During the shutdown, NSF will continue to accept proposal submissions pursuant to existing deadlines. Once normal operations resume, NSF will issue guidance regarding any funding opportunities that had a deadline or target date that occurred during the shutdown.
    • During the shutdown, new funding opportunities will not be posted to the NSF website or Grants.gov until normal operations resume.
    • Research.gov and Grants.gov will be available during the shutdown. Proposals submitted during the shutdown will not be processed by the NSF until normal operations resume.
    • SciENcv will be available during the shutdown for the preparation and download of the biographical sketch and current and pending (other) support documents, however, SciENcv may not be able to respond to inquiries until normal operations resume.
  • Review Panels:  Panels scheduled to occur after September 30th will be cancelled and will likely be rescheduled to a later date. Panelists are advised to monitor news outlets to determine if the Federal Government, and therefore NSF, is open for business.
  • Notices of Award: No new grants or cooperative agreements will be awarded, and no new Continuing Grant Increments will be awarded.
  • Currently Active Grant Awards: All work and activities performed under currently active NSF grant awards may continue. 
  • Project Reporting: Research.gov will be available for use by PIs and co-PIs to submit annual and final annual project reports and Project Outcomes Reports. Reports will not be reviewed or approved until normal operations resume. 
  • No-cost Extensions (NCE): Research.gov will be available to submit both recipient-approved and NSF-approved no cost extensions (NCEs).

· Recipient-approved NCEs can be processed as usual and the award date can be extended. 

· NSF-approved NCEs will not be processed until normal operations resume.

  • Post-award Notifications & Requests: Research.gov will be available to submit post-award notifications and requests. Notifications and requests submitted during the shutdown will not be processed until normal operations resume.

National Aeronautics and Space Administration (NASA)

  • Existing Awards:  Award recipients are authorized to continue work as long as the award has available funding and the work can be implemented without access to a NASA installation or participation of NASA personnel. 
  • Funds Available:  Limited to the total funds currently allotted to the grant or cooperative agreement. Additional funding will not be added to the award during the shutdown
  • Performance Period: Performance cannot occur beyond the period covered by the allotted funding
  • NASA technical and administrative personnel: Will not be available to support these activities during the shutdown.
