State Authorization

USF currently offers the following 100% Online Degree Programs:

  • Master in Legal Studies in Taxation (Online)
  • Master in Public Administration (Online)
  • Master of Arts in Public Leadership (Hybrid)*
  • LLM in Taxation (Online)

*Although the MA in Public Leadership is a hybrid program, it is considered fully online from a regulatory perspective because students complete their coursework in California and Washington, D.C. rather than in their own states of residence.

Programs are considered 100% online degree programs if they do not trigger a physical presence in the state (i.e., they do not have an on-ground requirement, such as fieldwork). USF is currently accepting applications for enrollment into our 100% online degree programs from residents in the following states and territories:

Arizona, California, Colorado, Connecticut, Florida, Guam, Hawaii, Idaho, Illinois, Kentucky, Louisiana, Maine, Massachusetts, Michigan, Mississippi, Missouri, Montana, Nebraska, Nevada, New Hampshire, New Jersey, New York, North Carolina, Ohio, Oklahoma, Oregon, Pennsylvania, Rhode Island, South Carolina, South Dakota, Tennessee, Texas, U.S. Virgin Islands, Utah, Vermont, Virginia, Washington, and West Virginia.

USF continues to make a good faith effort to monitor the laws in each state, authorization regulations for distance education varies from state to state. Prospective students should check this site for updates in USF's state authorization statuses.  California is not a member of SARA. For more information about SARA, please visit http://www.nc-sara.org.

Professional Licensure

Important note for prospective MSN and DNP students: The MSN and DNP programs require post-licensure practicum or clinical components that are normally completed in the state the student resides. Students must be a licensed registered nurse in the state in which they reside. It is highly recommended that you seek guidance from the appropriate Board of Nursing in the state you reside before beginning the academic program outside your state. To contact the Board of Nursing in your state, go to https://www.ncsbn.org/contact-bon.htm.

On-ground or Field Experience

On-ground or field experience refers to an internship, externship, clerkship, practicum, rotation, clinical, independent study, study away, mentoring, advising, proctoring and the like that occurs on-ground and/or face-to-face.
